North Hollywood Police are the Good guys. Why they have not closed down a clearly illegal club (Kulaks Woodshed) is beyond me, even with Wendy Greuel's demand they leave him alone... The dept of Building and Safety did not seem to care too much about Wendy Greuel's support regarding the mural, or did they?
Take Note: Kulak and his attorney lie to and deceive the police and get away with it. 12.15.07 Kulak out smarts police using 11 month past expired variance as a permit to disturb the neighbors peace. What does one thing have to do with the other? Only Wendy Greuel can support criminal operation by giving them a permit to disturb the peace, a right to operate without even the basic occupancy permit needed. She can even keep the police at bay where they do not respond or they are instructed by higher ups to leave them alone. Wendy is pretty tight with High ups in the police dept but should that be a permit to break the law, influence police so they do not close down illegal establishments after say 9 years with complaints coming weekly about the disturbance the unfair treatment that gives Kulak the right to take the streets a block wide for his patrons, killing the neighboring businesses right to use the parking.
What is strange is Kulaks was ordered to not occupy the building back in 2004 by the dept of building and Safety and the order stands to this day, still no one will close Kulaks because there is a crooked councilwoman standing beside Kulaks so the story will not hit the major papers and make her look bad.
Well, Kulak is operating without permits so the 10 month past expired variance he showed local North Hollywood Police officers was to fool police into thinking he had a right to operate...What the hell does a expired variance have to do with the fact even the POLICE heard the music blaring through the walls? That was not permission to disturb the peace regardless what he handed the cops. Its a sad day when the criminals can make the victims look guilty and brush off the claims of their violations to police with a song and a dance at Kulaks Woodshed.
Below I'll show you several instances where I called Police because the club was disturbing my peace and I wanted the police to hear it and charge them for disturbing the peace, I did not care so much that they were operating illegally, I wante dto be able to work in my office, I have a theatrical play I am doing and a television series I am selling. Please keep in mind, the Los Angeles detectives (LAPD North Hollywood division) did come out and ticket Kulaks and order him closed in 2004. Following that Kulak sent out the letter (it's on the site) stating Wendy Greuel's office shuttled us downtown in "their city car" and held a special meeting with Head of Police dept, head of building and safety, head of planning and disregarded the police order to close and all determined they would just leave Kulaks alone to get his permits and variance granted. Well variance granted and disregarded then expired since then, also the dept of build;ding and Safety has charged Kulak Criminally and Kulak plead guilty. The criminal charges the police placed and then ignored, well Kulak plead guilty to that too. Did not matter, he left the Van Nuys Criminal court building who just sentenced him to 1 year probation and who ordered him on record to not operate. And Kulak went to Kulaks woodshed and opened the same night and every night after that except one day a week (even criminals need to rest).
The cards and charges you see below were reports made to the police about multiple sound disturbances, the criminal doing it "was on probation", "under criminal court orders not to operate" and ordered by the dept of building and safety of los angeles to not even occupy the building. On top of that they get away with disturbing the peace 6 nights a week for now going on 9 years. I have made at least 30 calls to police because the music was blaring. And... Kulak was charged by the Detectives in 04 for operating a dance hall and no permit, he changed nothing regarding his business and he has been allowed by police to operate illegally since 2004. If they don't close him down, it is allowing it.

After years of calling the North Hollywood Police due to music blaring through the walls finally we got something, a card left on the door. Usually they went next door and just told them to keep it down. Kulak always played off "oh, its a feud between myself and my neighbor" when in fact it is a neighbor being disturbed. Recently I had rented the front office to attorney Jennifer Aragon and she would not stand for the music blaring through the wall while she tried to work. She is 8 months pregnant so I can't say that I blame her, it can actually stress he rout so much she may have the baby early I guess that is not a concern of Wendy Greuel or Dale the henchman Thrush.
But on 12.15.07 the music was blaring through the walls so loudly that when claims he needs 7500 for a entire new variance and to go through the entire process again. I don't think so... I believe the hammer is coming down and the same old trick of throwing himself in the application process will not buy him the time (years) he bought with this illegal tactic in the past. Police arrived they heard the music blaring through the wall and were upset about it. They went next door and Kulak handed them a 10 month past expiration variance to act as a permit to disturb her peace. They claimed Charles Peyton was behind it all and he has been causing them problems for years. What the hell does any of that have to do with the fact Kulaks music was blaring through (even shaking the walls starting at 6PM). Yea, Kulak made fools of the police who wouldn't make a report nor would they demand they not operate thus allowing them to continue disturbing the peace. A club who has already been charged for illegal operation of a dance hall and later charged with operating in the wrong zone (both of which Paul Kulaks plead guilty to and served 24 months probation and court ordered not to operate), has no permits, no filming insurance, no sound proofing and a place that 4 years ago Los Angeles dept of building and Safety ordered not to be occupied. Still operates and has not missed a nights illegal operation.
Now Kulak fools the police, handing them a 10 month expired variance which states on it (page 3) it is not to be used as a license or a permit and it also states on it, the use is not to occur until he has met all of the conditions of the variance. Kulak met none, actually he voided the variance 60 days after it was granted but with corrupt Wendy Greuel on his side he has been allowed to illegally operate for 4 years 6 nights a week. Yes, she held a special meeting with police, planning, building and safety heads and made sure no one would prosecute Kulaks.
What about the neighbors peace being disturbed? their right to operate in peace? Totally disregarded, Greuel doesn't like adult movie performers so they are entitled to no rights in her book. Read Kulaks newsletter claiming how Greuel and Dale Thrush (her planning deputy) had staff drive mr. Kulak downtown (on tax payers dime) and held a special meeting to see how the recently charged criminal could operate despite the charges and violations. The found a way, just ignore any claims of disturbance, stop the dept of building and safety from doing their jobs and allow the public to be endangered 6 nights a week because Kulak ripped a wall out to make 2 stores into one. Without a permit and it still has not been approved by the Dept of building and Safety 4 years later.
This is Los Angeles and it is not what you know, it is who you know. Greuel seems to be the criminals friend, allowing illegal businesses to operate and even giving them protection in Valley Village. How can I make these claims? They are backed with video and documented evidence, I have the proof they can't deny. They just keep quiet hoping I will go away or go broke but neither are going to happen. I am taking them to the mat to the courts and I will get my justice. Until then I can only tell you my story so you can understand the corruption and who is involved so maybe you can make the right decision when you vote for these people. You can add to it if you like but I have made it easy so you just click and the prepared email is ready to blast to them. It could be you next. Who knows what other groups she dislikes and wants to deny you the rights you are entitled to.

On 12.11.2004 I was working in my office and I was being punished with their
terrible music pounding drums and amplified guitars through the walls he ripped
out to get more room. I was furious, he had been recently charged with running
a dance hall without a permit and (he was delaying all of the hearings) he
was and has been doing the same thing he was charged for 10 or so months earlier
and he was awaiting court. So I get nothing done, the police leave a card
instead of talking to me again.
Things just don't seem to change.

the police came most recently, I was told they told him to turn it down, Kulak
pointed out it is not a police matter its Building and safety, Mrs. Greuel
had spoke to Police regarding this.
Kulak was legally bound by the conditional variance laws and conditions.
He accomplished none of them.
Back to the begriming, he got caught moving in illegally and then got a variance
granted!?!?!?!
Now the variance time limits have all been violated, none of the conditions
met so Kulak and Greuel's feel they need to change all of this and now he is
reportedly applying for a street parking variance, he claims now he doesn't
need to follow the city decision and Damn it Greuel's agrees with him and supports
him in both the LA Weekly and the Daily. Wendy Greuel's supported Kulak to
the city council when he was legally court ordered not to operate. I was there
with James Britten appealing it to city council, claiming they shouldn't be
open and we have that on tape as well. We were there because he was still
operating.
Paul Ashley Kulak was ordered to not operate and placed on probation for
a year while Wendy Greuel's fought us and supported this criminal operation.
Wendy Greuel's sent Dale Thrush to each hearing to fight for Kulaks, all the
time Kulak was criminal court ordered not to operate, it violated his probation.
But that doesn't stop the corrupt city council people.

The variance is BULLDOZED through. Crime can be committed now because he
has the variance to throw around like it was a permit. even though that also
stated not to operate and it said he would be charge with a misdemeanor if
he was caught operating while under it.

City Attorney Doc Cocek will not take further action against Paul Ashley
Kulak AKA Kulaks Woodshed when I heard the judge tell him to file charges
for violation of a court order.
It goes much deeper then that. Mrs. Greuel and Mr. Bruce Speigal (Former
President of the North Hollywood Chamber of Commerce) Decided they would Not
only ignore the fact Paul Kulak was court ordered not to operate but he was
also On probation and they extended him a method to avoid the tax free money
he had collected in the form of donations and gifts (and not claimed) they
would not make a way through a city organization called the "North Hollywood
Community Forum" a 501C organization who was cleaning the money (taking
a reported 10%) and giving Kulaks Woodshed the money to operate and the rest
of the donations sent. They were alerted that Kulaks was court ordered not
to operate but they did not care. They were funding this illegal operation
along with the monthly sponsors and the people who gave tax free donation
cash to kulak on the web or in the club.
What's My Beef?
As I have complained from t he beginning, I want to work in peace, it is
not my fault a illegal club opened next door and ruined my business so I couldn't
work a entertainers hours of work. I am an artist.
Music pounds through my walls.
I am not the only one that felt that way, the city ordered Kulak to get sound
proofing within 30 days of the variance, it's 7 years later and he still hasn't.
Instead of prosecution, he gets a special deal made by Wendy Greuel's own mouth,
now Kulak can continue violating the probation he is on which stats not to
operate the club and the court order he is under, not to operate the illegal
club.
You can get away with Murder if you have a council woman doing everything
she can because a man has acted in adult movies or something in his life.
Police leave "can't help ya card" when 7 months earlier he was
charged for the very same operation, this time he had a variance that he could
wave around and act like it's a permit, plus throw wendy greuel s name around
and show his special note from Greuel or whatever he uses. This was not the
only time, they did not usually leave cards.
Wow, Kulak was on court order not to operate, he was on probation for previous operation, now
the crooked "powers to be" show us how to hide the money and the tax free cash
etc he received (which used to be in the 10's of thousands) until he started
to claim it through the North Hollywood Forum which cleans the money for a 10% cut and gives the rest to Kulak.
I called the Police because Paul Ashley Kulak had already been charged by
the Los Angeles Police Dept for Operation of an illegal dance hall and dance
hall without permit. They told me they can't do anything until City Attorney Doc Cocek tells them to bust this illegal operation.
Kulak has never changed one thing about his operation except what they call it, he still commits the same violations he was convicted of twice, now with Wendy Greuel's support, they wont even stop that nor charge him further.
